David J. Letts is Vice President of Raytheon Professional Services LLC (RPS), a subsidiary of Raytheon Company. Delivering more than six million hours of custom training in over 25 languages and 100 countries each year, RPS helps organizations meet their critical objectives by designing, implementing and managing learning solutions that significantly improve workforce performance. Headquartered in Dallas, RPS has primary offices in Barcelona, Detroit, Frankfurt, London, Melbourne, Mexico City, Moscow, Shanghai and Beijing.

A 30-year veteran of the HR and learning fields, Letts has led RPS since 2001, guiding efforts to design, implement and extend some of the largest, most innovative and sophisticated training outsourcing engagements that today set the standard for the industry. In so doing, Letts has expanded RPS’ business model beyond its automotive core to other industries, including defense, pharmaceuticals, financial services, energy, heavy construction and healthcare. Letts has also managed the training operations for Raytheon’s corporate university.

Letts began his career at Link Flight Simulation in the company’s HR operations and rose to HR vice president in 1995 when the company merged with Hughes Aircraft Company. He led the effort to integrate the HR practices and systems of the two companies, which together formed the world’s largest training simulation business, generating $700 million in annual sales. In 1995, Letts became a member of Raytheon leadership after Raytheon acquired Hughes Aircraft Company.

Letts’ expertise in strategic planning and operational excellence has been instrumental in making RPS a top-tier training outsourcing provider. Under his leadership, RPS has grown globally over the years, consistently generated a client satisfaction rating of above 95 percent and earned several awards for client programs from the ASTD, Bersin & Associates, Training Industry Inc., Brandon Hall, Frost & Sullivan, Chief Learning Officer and Workforce Management. Under Letts’ leadership, RPS has also been recognized as a leading training outsourcing provider by NelsonHall and, over the last four years, has been voted the number 1 learning BPO provider in the world.

Letts has been the driving force behind taking RPS’s commercial solutions, tools, and processes and introducing them to Raytheon’s government and military markets. RPS also has provided blended learning solutions to all key Raytheon business functions and operations. In 2015, RPS supported over 50 collaborative training support efforts within Raytheon.

In 2003 and 2010, Letts received the Raytheon Hero and Chairman’s Awards, which recognizes a select number of leaders who demonstrate Raytheon’s values and deliver exceptional results that contribute to customer satisfaction. In 2013, Letts was recognized by HRO Today Magazine as a learning “Provider Superstar”.

Letts earned his bachelor’s degree in psychology from Villanova University and a master’s degree in industrial psychology from Fairleigh Dickinson University.  Letts is a frequent panelist and speaker at industry conferences. He is also a qualified Raytheon Six Sigma™ Specialist.
